Heartland Services
In Selwyn, Council is supporting a central government initiative called Heartlands, by helping our residents access central government services.
We do this by providing information relating to these services and how to access them, arranging drop-in-sessions and workshops delivered by central government agencies about their services and products, and arranging for these agencies to visit Selwyn and use Council meeting rooms to meet with clients.
This initiative is being delivered out of Council’s four libraries and services centres at Darfield, Lincoln and Leeston and at Te Ara Ātea in Rolleston.
We can help with the following under the Heartland Services banner:
- free access to Wi-Fi, email, internet, and phone
- printing, photocopying and scanning services (we offer the first 10-pages of any printing or photocopying for Heartland Services free of charge; scanning is always free of charge)
- help people to find and fill in government forms
- support people to find and navigate government and community websites
- assist people to make appointments or otherwise connect with government and community agencies
- offer spaces for people to meet with government and community agencies, face-to-face or virtually

Rates Rebates
The Rates Rebate scheme provides a rebate of up to $790 for low income earners who were paying rates for the home in which they were living on 1 July 2024. You can find out if you are eligible and apply for your rebate at any of our Service Centres. You will be asked to provide accurate information about your income, and that of any partner/joint homeowner who lives with you, for the tax year ended 31 March 2024.
